The PACT Act — comprehensive 2026 overview

Key concept. The Honoring our PACT Act of 2022 is the largest expansion of toxic-exposure presumptions in VA history — over 300 conditions across roughly 23 categories. If you served in Vietnam, the Gulf War, or post-9/11, this chapter alone may be the most valuable in the guide.

Presumptive cancers (Gulf War & post-9/11 cohort)

  • Brain cancer (including glioblastoma)
  • Gastrointestinal cancer of any type
  • Head, neck cancer of any type
  • Kidney cancer
  • Lymphoma of any type
  • Melanoma
  • Pancreatic cancer
  • Reproductive cancer of any type
  • Respiratory cancer of any type
  • Male breast cancer, urethral cancer, paraurethral gland cancer (added Summer 2024)

Presumptive respiratory & chronic illnesses (Gulf War & post-9/11 cohort)

  • Asthma diagnosed after service
  • Chronic bronchitis, COPD
  • Chronic rhinitis, chronic sinusitis
  • Constrictive/obliterative bronchiolitis
  • Emphysema
  • Granulomatous disease
  • Interstitial lung disease

Agent Orange additions (Vietnam cohort)

  • Hypertension (high blood pressure) — a huge addition affecting millions of Vietnam veterans
  • Monoclonal gammopathy of undetermined significance (MGUS)

Eligible service windows

Post-9/11 cohort (on or after September 11, 2001):

  • Afghanistan, Djibouti, Egypt, Jordan, Lebanon, Syria, Uzbekistan (including K2), Yemen, and airspace above.

Gulf War cohort (on or after August 2, 1990):

  • Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, Somalia, United Arab Emirates, and airspace above.

Health care enrollment

The original PACT Act phased VA health-care enrollment through 2032. On March 5, 2024, VA eliminated the phase-in entirely. All toxic-exposed veterans are now immediately eligible to enroll regardless of discharge date. Enroll today even if you don’t currently need care — the medical record you build will support future claims.

Strategy

PACT Act claims are presumptive — they are the easiest VA claims to win. If you have qualifying service and any of the listed conditions, file a primary 21-526EZ claim today. No nexus letter required.
